Current Status

The general eligibility requirement is to be an adult member of a non-homeowning household residing in Seoul as of the announcement date. However, income, total-asset, and vehicle-ownership requirements vary depending on the unit size and supply type.

For this offering, the income threshold is 105% or 150% of the average monthly income of urban workers, depending on unit size. For dual-income households, the limit is extended to 140% or 200%. The reported total-asset limit is KRW 662 million, while the vehicle-value limit is KRW 45.42 million. Depending on the number of children born, the income and asset thresholds may be relaxed by up to 20 percentage points.

Eligibility cannot be determined by the residency requirement alone; the criteria for the relevant unit size must also be checked.

Impact

Long-term jeonse housing allows residents to stay for up to 20 years through an initial two-year contract followed by renewals in two-year increments. It is supplied with deposits set at no more than 80% of surrounding market prices. However, “20 years of residence” should not be interpreted as automatically leading to “ownership.” The Enforcement Decree of the Special Act on Public Housing defines long-term jeonse housing and public rental housing subject to conversion to ownership as separate types. An interpretation by the Ministry of Government Legislation also found that long-term jeonse housing is not included among public rental housing units that may be converted to ownership early by agreement after half of the mandatory rental period has elapsed.

Therefore, the possibility that SH’s restriction on selling the units could expire after 20 years is separate from whether the units would automatically be sold to existing tenants or whether those tenants would receive a right of first refusal. No basis was found to conclude that existing tenants are guaranteed an automatic sale or priority purchase right.
