The detailed criteria for preferential-support regions still need to be confirmed. They cannot be assumed to simply mean a division between the Seoul metropolitan area and non-metropolitan areas. The Ministry of Health and Welfare’s budget proposal allocates KRW 2.9272 trillion for the basic child allowance and KRW 698.1 billion for the child welcome support payment, each from the Future Response Fund.

Next Steps

President Lee Jae-myung instructed officials to consider applying the expanded benefits scheduled to take effect in July 2027 retroactively to children born from January 1, 2027. The Minister of Health and Welfare said retroactive application would require approximately KRW 250 billion in additional funding. However, this remains at the review and discussion stage and is not a finalized payment criterion.

The 2027 budget proposal will go through National Assembly review, amendments to relevant laws and enforcement decrees, and related system preparations before the final implementation status and detailed criteria are determined. At this stage, it is therefore difficult to calculate an individual’s exact benefit amount or use the proposal as the basis for marriage or childbirth plans.
