Applicants selected for document screening are scheduled to be announced on October 14, 2026, and the final winners on March 5, 2027.

The primary applicants are adult members of non-homeowning households residing in Seoul as of the announcement date. Applicants must also meet income standards based on housing area, as well as total-asset and vehicle-ownership limits. The recruitment notice specifies a total-asset limit of KRW 662 million and a vehicle limit of KRW 45.42 million. Detailed eligibility must be confirmed based on the supply type and the individual recruitment notice.

Impact

The Seoul Housing Portal describes long-term jeonse housing as public rental housing supplied with a deposit no higher than 80% of surrounding jeonse market rates, without conversion to ownership. Residents may stay for up to 20 years.

However, “up to 20 years” does not mean residents can stay permanently without conditions or purchase the home afterward. The Seoul Metropolitan Government stated that when the 20-year rental period ends, move-out is the general rule under the existing lease agreement and applicable laws, and that it does not provide a separate contract-extension or conversion-to-sale program. It also explained that it is not separately considering securing alternative rental housing for residents whose 20-year term has ended.
